Abstract
Topic 1 of the study provides a brief historical and conceptual overview of artificial intelligence, from its origins as a field of research to the advent of generative AI and its implications for the educational area, especial ly higher education. In topic 2, the Education International (EI) Organization classifies the types of AI applications and products concerning their audiences: students, teachers, and managers. In topic 3, we highlight the main discussions of ethical perspectives in recent international reports by multilateral organizations and meta-reviews of critical literature on AI and education. In topic 4, we mention regulation initia tives underway by some educational institutions, and, finally, we present some recommendations for steps to be taken to build institutional policies. With this report, we seek to reinforce that, given the enormous challenges posed by the current context of AI development, it is of the utmost importance to create participatory and democratic AI governance mechanisms in higher education – attentive to public values and centered on the common good.
